WASTE ACCEPTANCE AND MANAGEMENT
The Municipal Port Fund of Thira (D.L.T.H.), in full compliance with the legislative framework and with a sense of environmental responsibility and awareness, drew up the new "Ship Waste Management Plan" and created the Ship Waste Reception Facilities in the ports of his jurisdiction.
In accordance with the Adaptation of Greek legislation to Directive (EU) 2019/883 of the European Parliament of 17 April 2019 regarding port reception facilities for the delivery of waste from ships (Decision No. 3122.3-15/71164/2021- Official Gazette 4790 B' 18/10/2021) and Regulation (EU) 2017/352 of the European Parliament to establish a framework for the provision of port services and common rules for the financial transparency of ports, has been activated, approved by the Ministry of Shipping and of Insular Policy with the Approval Decision of the YNA 3122.3-1.10/52040/2021/16-07-2021, the new Ship Waste Collection and Management Plan of the Ports of our responsibility, which is implemented, in order (among others) to avoid the illegal throwing waste into the sea.
The Municipal Port Fund of Thera (D.L.T.Th), following all the legal procedures defined and following the no. prot. 2116/2020 – 30/12/2020 Call for Expression of Interest for the training of multiple service providers for receiving and managing ship waste and cargo residues, a list of providers was drawn up for each waste stream based on MARPOL 73/78. In case of delivery of waste, the user should contact either the operator or directly with the provider(s).
RECEPTION PROCEDURE
The representative of each ship/vessel, except for fishing and pleasure boats with PGE up to 12 passengers, that are going to sail in the ports, must fill in and submit the "Information Notification Form" to the Administrator at least 48 hours before sailing of the Facilities office. Completing and submitting the "Form" is mandatory and is done regardless of whether they wish to deliver waste or not.

SCHEME OF WASTE SHIPS D.L.T. HUNTING
The Ship Waste Plan of the D.L.T. approved by the Ministry of Shipping and Insular Policy. Thiras, has received an Approval Decision from the Ministry of Shipping and Island Policy (YNANP) and specifically it has been approved with the no. prot. 3122.3-1.10/52040/2021/16-07-2021 Decision and which is applied to the port facilities under the jurisdiction of the D.L.T. Game.
SERVICES OFFERED
The D.L.T. Thiras, in cooperation with the providers, are able to handle any type of waste coming from any kind of ship/vessel that approaches the port facilities under the jurisdiction of the FDTH following the Approved Ship Waste Plan.
DLT EMERGENCY PLAN HUNTING
The Municipal Port Fund of Thira has a Marine Pollution Emergency Response Plan in the ports of its jurisdiction. It has appropriate anti-pollution equipment and means in order to be able to deal with potential pollution incidents. The equipment is kept in a suitable location in the Port of Athinios, in order to deal with any pollution incident immediately. Also, the D.L.T. Thiras, has entered into a contract for the provision of services to deal with an incident of oil pollution with a specialized company.
CONVENIENT WASTE SHIP EXCEPTIONS
According to the Approved Waste Management Plan of the Municipal Port Fund of Thira and in accordance with Article 9 of with Decree No. 3122.3-15/71164/2021-Government Gazette 4790 B' 18/10/2021, a ship/vessel may request an exemption when there is sufficient evidence that the conditions are met:
a) the ship runs a regular route with frequent and regular berths,
b) there is an arrangement guaranteeing the delivery of the waste and the payment of fees at a port located on the ship's route which:
ba) evidenced by a signed contract with a port or waste contractor and by waste delivery receipts,
bb) has been notified to all ports on the ship's route and
< /p>vgy) has been accepted by the port where delivery and payment take place, which may be a Union port or another port; which has adequate facilities.
The exemption from the obligation to deliver waste may concern some and/or all categories of waste produced on board.
Ships operating regular lines with frequent and regular berths are considered:
a) All types of passenger (E/C) and passenger - ferry (E/C-O/C) ships that perform scheduled voyages.
b) Vessels that sail at least once per fortnight to the settlement port for delivery of waste and payment of fees.
Each interested party/user, master or legal representative of the ship owner or ship management company or other legally authorized person, may opt out either from waste delivery, either from waste fees or from Annex II notification (Annex II), or in combination. You must submits a relevant exemption application to the Port Authority of the port from which it wishes to obtain an exemption which include:
1. List of ports of call.2. Declaration of the ship's management company, as stated in the Safe Management Certificate - SMC, or of its master, if the ship is not within the scope of the International Safe Management Code (ISM Code), regarding the port where the waste is to be delivered and to pay the prescribed fees. The declaration must also include the required period of validity of the exemption.
3. Certification of the management body of the port of settlement in which adequate port facilities are available, guaranteeing the delivery of the waste and the payment of fees at the specified port for the requested period of time. The certificate must be recent and must not exceed thirty (30) working days from the date of submission of the application.
Furthermore, for the exemption from the management body's waste fees, in addition to the above, the master or the legal representative of the ship's owner or management company or another legally authorized person, must submit a relevant application for exemption to the body that wishes to receive an exception, accompanied by the decision of the Port Authority, as well as the certification of the management body of the port of settlement. Afterwards, the body issues a decision as well as an exemption certificate.
DEFICIENCY REPORT
In the event that the master deems that the services provided are insufficient, he may submit the relevant "Waste Reception Facility Inadequacy Report Form" to the DLTTH, which will notify and evaluate the content of the report in accordance with the written provisions of IMO.

The operator of the ship, the agent or the master of the ship that the ship is going to call at the ports, must complete and submit the "Information Notification Form" at least 24 hours before the call. Completing and submitting the "Form" is mandatory and is done regardless of whether they wish to deliver waste or not.
LEGISLATION
The implementation of the international convention for the prevention of pollution of the sea from ships, as amended by the related protocol of 1978 (Marpol 73/78), regulates the types of waste that can be discharged into the marine environment from ships and imposes on contracting states the obligation to ensure the existence of adequate reception facilities in ports. All member states have ratified the Marpol 73/78 Convention.
The new Legislation on the Adaptation of Greek Legislation to Directive (EU) 2019/883 of the European Parliament and of the Council of 17 April 2019 regarding port reception facilities for the delivery of waste from ships, amending Directive 2010/65/EU and the repeal of Directive 2000/59/EC, applies to Greek ports.
SCOPE
The decision on the delivery of waste from ships to port facilities applies:
a) to all ships, regardless of the flag they fly, which sail or operate in a Greek port, except ships that perform port services (within the meaning of §2 of article 1 of Regulation (EU) 2017/ 352 and excluding warships or auxiliary vessels or other ships owned by the State or operated by the State and currently used exclusively on a governmental non-commercial basis.
b) in all Greek ports, in which ships falling within the scope of (a) normally sail.
COMMUNICATION PROCEDURE
According to the no. 3122.3-15/71164/2021 decision (Government Gazette B' 4790/2021), Article 6, the ship operator that falls within the scope of the P.D. 49/2005 (A' 66), destined for a port in Greece, accurately fills out the form in Appendix II of this decision and communicates the information contained therein to the port management body that is sailing and to the Competent Port Authority:
a) at least twenty-four (24) hours before arrival, if the port of call is known,
b) as soon as the port of call is known, if this information is available less than twenty-four (24) hours before arrival, or c) at the latest on departure from the previous port, if the duration of the voyage is less than twenty-four (24) hours.
According to the P.D. 49/2005 and its amendment with the P.D. 43/2021, from the above notification are excluded:
a) warships, auxiliary warships and other ships belonging to a Member State or ships operated by a Member State, and used for the provision of public non-commercial services,
b) fishing vessels, traditional vessels and pleasure craft less than 45 meters in length, c) fuel barges with a carrying capacity of less than 5000 tons, supply and equipment barges for use on ships, which operate in and around the port. Completing and submitting "Appendix II" is mandatory and is done regardless of whether they wish to deliver waste or not.

The representative of each ship/vessel, which is going to dock at the ports, must fill in and submit the "Information Notification Form" to the Manager of the Facilities office at least 24 hours before the dock. Completing and submitting the "Form" is mandatory and is done regardless of whether they wish to deliver waste or not.
CHARGE SYSTEM
The ships/vessels that approach the port facilities under the jurisdiction of the DLTTH, pay to the DLTTH a fixed remunerative fee according to the type of ship/vessel. By paying the fixed fee, users in communication with the Facilities Manager, can by their own means deliver specific types of waste for free (petroleum, lubricants, accumulators and edible fats and oils). The delivery of solid waste as well as the other types of waste will be done in accordance with the approved price list of the respective provider.
